Ghana Telecom

Ghana Telecom was used to receiving monthly payments from international carriers for terminating traffic into Ghana. When the interconnecting companies started to ask for money because they were terminating more calls than they were sending - VoIP fraud came to light.

Case Study

Ghana Telecom realized that on balance more traffic originated from overseas and terminated into their network, so that they could expect a net income from their interconnecting partners.

When this trend started to reverse, they needed to determine why, and who was perpetrating fraud.

TeleSciences Core Server (5000i) and Traffic Analyzer was chosen to upgrade their central mediation system, as it was able to provide detailed reports on the traffic usage flowing on the network. Call Detail Records from the international gateways, national and local switches were all collected and processed. Summary reports clearly indicated the source, and termination of all PSTN routes.

Consultants from Telenor helped Ghana Telecom identify the source of the problem. It quickly became clear that certain phone numbers that usually originated calls to the US, were no longer doing so. Instead they were placing a lot of calls to a facility in the capital, Accra. Upon investigation it emerged that this company was providing VoIP connections outside the country bypassing the normal tariffs.

The government of Ghana prohibited all IP traffic from leaving the country whilst it sought to address this problem. Once the culprit was identified and prohibited from re-routing traffic IP access was  reconnected.
